Mr Cameron’s referendum is the inevitable conclusion of a process that started 20 years ago with the UK’s opt-out of the euro. The refusal to join the single currency is the cause that will end up driving the UK out of the EU. The logical referendum question, which will never be asked, should therefore be: Do you want to join the euro, or leave the EU? But, I suspect, no matter how you phrase it, the answer may well be the same.
